No one use NetBeans? Really? 
The only one I’ve used is Davors PHP Editor. It’s free and it’s always suited my needs just fine. Seems like there’s a ton of them to pick from though, and I’m sure most of them do the job pretty well.

Only if working with Java and/or Python. I find notepad++ faster to run and therefore friendlier. 
WebMatrix 2 has decent PHP support. The only thing is the built-in web server is IIS instead of Apache. Then again, you don’t have to use the built-in web server if you don’t want to.
I have been used: Notepad++ and Komodo Edit, but now my favorite is Sublime Text 2. I love it!

For testing PHP localy I would recommand using either EasyPHP or XAMPP .
