Some Costing advice

I am looking to get someone to create me a flash banner for my home page, or possibly a 400×400 banner with animation in it.

I run an seo company and need a real flashy banner that will get my point across to my clients

this sites one is ok to good, if any one has some other good examples for sales banners please post them

can you guys let me know what my budget will need to be ,
