I know all 3 of these languages very well, and I’m making a Content Management System. I know, “not another!” but I’ve studied enough and I know I can offer what others don’t – don’t judge.
Anyways, so it comes down to wanting a simple to use for people who don’t know it very well. PHP is kind of out of the question because it’s really complicated, so really, Ruby or Python? Which is easier to understand for you? I know it also depends on how the underlying code is.

Why is PHP more complicated? I find PHP to be easier tha both Ruby and Python, I suppose it’s preference.
I honestly think most people will say PHP , simply because that’s what they’re used to working with the likes of Wordpress.
Also, when you say Ruby do you mean vanilla or RoR? I find RoR gets in your way too much trying to make you do stuff “it’s” way.
I mean RoR.
The language doesn’t affect the features or the user’s experience, for the most part. Those things are completely up to the developer. In this particular case, the only part the language plays is on the server—if the server has the runtime installed. Between the three languages you mentioned, PHP has the wider install base. So, based on that, the answer is PHP .
