Thats why feedback should be a must when people rate negative. That way envious authors cant keep sabotaging other authors’s files.

That should be easy. Some JavaScript for the Hover event and some queries from the database.
I don’t know how much developers there are but I know that only one of them can handle that in just a week (may even be too much) or so.
EDIT : It also depends of if their database(s) is/are well structured. But I’m sure it/they is/are. These guys are too awesome.

This feature could be rolled out across the entire marketplace within 3-4 hours maximum. You could even make such a feature with userscript (although that is more difficult and you don’t have access to individual ratings), but for Envato, it should be a piece of cake.
