In case Envato and the rest of the marketplace people here are not aware there is a serious issue with sending money to Indian residents, or users living abroad with Indian addresses in PayPal (like me, yeah I know…it’s an old account).
Here is what I received from PayPal today:

Hello XYZ ,
Your payment of $$ has been sent back to the sender of the payment.
We reversed this payment because we have stopped allowing personal payments to be sent to or from India.
If this was a payment for a purchase of goods or services, and not a personal payment, then you may contact the buyer and have him or her resend the payment as follows: (a) click the Send Money tab, (b) select “Goods,” and© provide a shipping address.
If this payment was a personal payment such as a gift, then we have requested that the sender find another payment method until we restore personal payments to and from India.
We are trying to resolve this issue as quickly as possible and we’re sorry for any inconvenience.

So this is a heads up for Envato and for all Indians on the Envato marketplaces. Either change your method of withdrawal or get a different PayPal email address.
I think the payments work if you do as they point in the email, i.e select “Goods” (which means you will be charged for receiving your money). I have not received any payment from Envato marketplaces yet so I do not know if that is how they do it.
Anyway, just so you all know what’s happening.
Edit: Can someone at Envato help me change the PayPal email I entered to received payment at, because if this continues till payday you can be sure that money will go straight back to you.

My country’s paypal does not accept payments. what the f- was it then made for, I wonder? (buy stuff, of course – I’m trying to point out how limited it is and how stupid also)

For your other question, on your ‘Withdrawals’ page under your ‘Your Account’ you can cancel the withdrawal request (top-right)

+1 All the Indians are affected by it. Many forums have this topic on discussion on the top priority. I can post the links if there are persons here, who resist opening Google.
WE ARE NOT BLAMING ACTIVEDEN THAT THEY SHOULD DO SOMETHING ABOUT PAYPAL .

We do not have any option for canceling the pending request. We want to cancel the request for PayPal withdrawal and select another mode of transfer… that is all.
My $400 has already been reversed by PayPal staff, manually. And, of hundreds other Indians. We do not know that till when the issue will remain. The reversal includes a client with whom I have already done a lot of business. This is just a sudden change in the policy of PayPal for Indians. We do not know till when… that is why we need a temporary option.

Recently I recieved a payment from tuts+ network for a couple of my articles/tutorials on vectortuts. This payment has not been reversed yet. But there arose another issue. When I tried withdrawing these funds to my locak bank account, they were reversed back into my paypal account with a deduction of $20. May be these funds are destined to go back to tuts+ network as a reversal. The fund is still there in my account and I am just waiting when this thunder will fall on my head.
The only issue (from payments done via Envato marketplaces, NOT the tuts+ network) is that, if the funds are reversed back to Envato, will they be again submitted in our marketplace account?
Regarding tuts+ I do not have any idea where these funds will go, because tuts+ only pays through paypal. I have also gone through various forums regarding this issue, I’ve just lost $20 (which matters to me a lot), but other Indian freelancers have got around $25,000 stuck due to this insane issue. Lets see what happens. 
Yes, you are right. There will be a big problem if the funds sent by Envato to our PayPal account are reversed. I am also wondering if the funds will be reversed… will they show up again in our account balance on Envato?
I also put a test withdrawal of $22 on PayPal, to my bank account on Sunday. Fingers crossed… nothing has happened so far and the transaction shows completed on PayPal part. But, it is still not credited to my bank account.
So, the point is… are the banks in India causing these withdrawals? And, is this because PayPal has charged you a fees? In which bank do you have your account? Also, what was the message sent to you by PayPal when the amount was reversed?

Many people who have withdrawn the amount during 27th – 28th Jan still didn’t recieved the funds in their accounts. The transaction shows “Completed” whereas they haven’t recieved anything in their account.
I made the withdrawal request into SBI . The most insane part is that Paypal didn’t even mailed me anything about the reversal. I just got thiese funds reversed and thats all. Whereas, the paypal policies says that they will notify us in case any transaction is reversed. I am just blank, why this happend, how and when. If we mail to them, there is a standard reply-template which is sent to everyone.. “apologise” and all that stuff.
I have mailed to paypal about this issue but I don’t think I will ever get any satisfactory answer. Information from various other forums says that this issue will get solved by 13th or 14th feb.
I am so discouraged by this thing that I am not even getting any inspiration or enthusiasm to work on my upcoming theme designs. Thinking.. what’s the use of so much hard work if I could not recieve the fruit of my sweat.
My only advice to you or any other Indian author here would be “DO NOT withdraw funds to your bank account until this issue is over. If you do so, and later on if the transactions are reversed, you will be left with negative balance. So have patience and let’s hope for a solution”.
