I have a js menu with the following HTML structure:

When I view the site on a touch screen (ipad/iphone) and try to view the sub menu by a light tap it navigates to the link of the top menu. I have noticed some sites allow you to slight tap (shows you the sub menu items) or tap (navigates to the top menu link)
Is there a way to achieve this jQuery?

Disable the links (change the href attribute) and then redirect the page on selection change. No jQuery is required but it would help if you are already including it.

Excuse my previous answer, I was thinking that you have a SELECT element. Is light-tabbing a supported event? For example, I visit CodeCanyon with my Nexus S and I open menu by tabbing and then sliding down. Could you show the sites using that? May be we can learn something from them.

My apologies too. It wasn’t a light tap but 1st and 2nd tap. A good example is these marketplaces; the first tap on say ‘PHP Scripts’ at the top of this page, will show you the dropdown menu; the second tap will navigate to the PHP Scripts category.
Hope you get what I mean now.
