Not sure about flash, but in flex you can do it by using iFrame component ( I have done that once). if it is a new development for flash platform may be you can try it.
I you are making standalone flash applications (EXE or projectors) only for windows, you can use third party tools like MDM zinc to have html window displayed inside flash.
As you said I remember to have seen some talks about Flash player going to support HTML inside but I cannot recall when and where …
