I just found this article which popped up in my feed reader install any html theme/template into your rails app which I thought you guys might be interested in.
Lazy Ruby on Rails developers of which i most certainly am one could be a good niche market for you theme devs to start targeting. And as it just got a lot easier to install these in rails apps I imagine the market will get bigger
