I am no coder, but i was thinking of designing the layout then passing it on to someone else to code it for me ( at a cost obviously!!
)
Are there any strict rules as to what size you should design them in? what is the best size etc
I see people saying 800×600 but then others say 1600×1200 is best.

1600×1200? I don’t have a 1200 pixel height! 
The lowest screen size I go is 1024×768.

Right now, the most common width for content is 960-980px. If you go over that, the site will be too big for quite a lot of screens.
960 would make it a safe width for a layout. In a 1024 screen there’ll be the width of the scroll bar added to the browsing display.
As danharper said 960-980 would be good.
No question on the 960px.
I mostly use 960.
960 grid is pretty much a must for me.

960 without any doubt!
I prefer to use 1600×1200 pixel dimension. And make a guide in 960-980px width. So then I can view my layout in higher resolution.
I usually go 1000px by 1000px.
With my grid set to 20px, I setup guides to layout a width of 960px and do all my designing in there. There is a 960px PSD template lying somewhere around on the web, I use something similar, but it’s custom made.
About 1 1/2 years ago, I used to design to 800px, but with the majority of web users having screens larger than 800px, and mostly around 1024×768px, I’ve moved up to 960px. It seems to work well, and i get no complaints from clients or users of the websites.
