To make this work I did what Adobe recommended on that link BUT RUNNING THE FLASH PLAYER AS ADMINISTRATOR . (how stupid is this) one day of trial and error for this simple fix.
Anyway Adobe (I still hate you) finding that page on your site was a quest on its on and I DON ’T have Flash CS5 beta! Maybe you should give it to me, so at least this bug has some logic.
Now seriously, I think this bug appears when some other program (not Flash Player) is set as default application to open the swf files. And I had Sothink Decompiler (don’t know how that happen) as default application for swf. (Yep I became an expert on this issue

I lost the links, sorry.
But if Flash Builder states that you don’t have the debug player, but you have it, then go to this folder:
C:\Program Files\Adobe\Adobe Flash Builder 4\player\win
then right click on FlashPlayer.exe and run it as administrator. Then try debugging again in Flash Builder. It should work. First, check the version of the FlashPlayer you have in that directory. May be an older version.
I thought that Sothink had something to do with this. I was wrong. I did a clean install some two weeks ago. Win 7 and Adobe software only. I had the same problem. Probably something with the registry or whatever. Running any debug version of flash player as administrator should work.

don’t know how but I always manage to get the most stupid bugs from the software I have on my computer. I think is just my fault and I do everything completely opposite on how the applications had been designed to work. 
just today I was saving some png files from Modo (1000×1000px) to open them in Illustrator. Guess what. In Illustrator they appeared as 250×250 in size. One hour later I manage to understand that because Modo renders images at 300 dpi (I forgot about that setting) when they are open in illustrator, they are scaled down for some reason.
I open that png file in Photoshop and surprise, look what Photoshop tells me about the resolution of the file:

go find out why is 299,999
