You can take a PSD , chop it into valid html/css, create a WordPress theme with multiple templates, including blog, page portfolio, etc templates, an admin panel, at a high enough quality to be accepted and sell well at Themeforest….for $250?

If so, I’d like to hire you fulltime.

We can split it into parts. I can chop it into valid html&css for about $125 depending on the complexity of the site. Once that’s done, you can start selling it on Themeforest. You really are under selling yourself … $125 = 90 Euros… A average wage is 25 Euros an hour, so 3 hours to code a Themeforest template & documentation?

3 hours is a little optimistic, but as I am a student with too much free time, it doesn’t really matter if it takes a little more time. I think it’ll take about a day if it’s a complex design. Complex design = $175 = 120 euros. So that’s 120 euros / day. Not bad for a student

+1, it is a very complex work. It will get about 3 days for coding and only if you have everything done in PSD ’s. You also need to test it, write a documentation (few hours at least), prepare demoversion and do other job. It’s all not that easy…

But if we discussing the prices, don’t forget it all depend on country. TF forum is not the best place to find a specialist. For example, in Belarus where i live, the medium salary is just 400$ a month! Of cource, it is higher in the IT, lets say 900$-1500$ for web-developers for a month of everyday job. On my local market i possible to deliver your HTML and WP theme for 800$-1000$ if you find a good freelancer.

I have tried many of the PSD to HTML conversion services but till now http://www.Markupcloud.com/ seems to be an effective option to me. They provide heavy discounts and offers on their conversion services. Try them.. highly recommendable.
