yes you can use html, and you can use embed tags in html… but I don’t know where to download a flash plugin for Outlook 
Flash needs the flash plugin to work, not just html and embed tags, and I don’t know anyone that has a flash plugin for their desktop email client. And web based email clients will intentionally block it 
There may be a few email clients in the world that can take flash, but not on any scale that you can just send out an email with flash in it and expect that the receiver will be able to see it.
Your best bet is to put it up on a server, and send them a link 
I did it a long time ago, when Outlook version was 2000. You had to modify some security settings for the outlook in order to play the flash animation correctly. I´ve tried to do the same in the New Version of Outlook 2007… and it is impossible, or at least I didn´t find any way. It seems that for Security reasons it is totally blocked to use and Activex (such as Flash) on the content of an E-mail.
Besides, it is impossible to display a Flash animation in Hotmail or Yahoo.
You should send an html e-mail, with cool images and a link to your server or wherever your animation is.

sending flash in outlook is not recommended..coz rarely anyone will install a plugin or configure the outlook just to view the flash….
